Zelensky Declares He Lacks Definitive Defense Guarantee from European Partners

President Zelensky has stated that Ukraine's partners in Europe have not given him sound guarantees that they will defend Ukraine in the case of a future Russian attack.

"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on midweek.

These remarks follow a day after the UK and France signed a statement of purpose on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is agreed.

However, full security guarantees have not been agreed. The US, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a commitment at talks in Paris on Tuesday.

Details of the Paris Talks

Following the negotiations in Paris, which included some 30 countries that form the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the two nations would "establish military hubs across Ukraine" to prevent any future incursion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be sent.

Partner nations suggested that the US would assume a leading role in monitoring a truce. But the central sticking point of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.

Moscow has thus far remained silent on the announcement made in the French capital.

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Moscow currently controls about one-fifth of Ukraine's land.

Zelensky's Shifting Tone

Sir Keir described the joint statement as "an essential component of our commitment to support Ukraine for the long-term".

He added: "It paves the way for the juridical structure under which British, French and partner forces could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's military for the years to come."

Zelensky hailed that accord as a "significant leap of progress".

A day later, however, he appeared less optimistic.

"I see the will, the political will, and that the partners are ready, and the partners are ready to give us strong sanctions, strong security guarantees," he said when asked if nations in Europe would come to Ukraine's aid.

"However, until we don't have such security guarantees - legally binding, endorsed by legislatures, backed by the U.S. Congress - this crucial issue cannot be answered. And should they materialize, you still have to rely first and foremost on your inherent capabilities."

Persistent Challenges and Fighting

The Paris talks were also significant owing to the attendance of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

Witkoff said the allies "largely finished" their work on finalizing security arrangements.

Last week, the President indicated a peace deal was "90% ready".

Territorial concessions and defense pledges have been at the forefront of unresolved issues for diplomats.

Putin has repeatedly warned that Ukraine's military must pull back from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could redeploy its forces to an established line - but provided that Russia did the same.

Moscow currently controls about three-quarters of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The two regions form the industrial Donbas region.

It has been intensifying attacks against Ukrainian cities - particularly targeting energy infrastructure. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with drones, though with varying degrees of effectiveness.
